I don't think I have ever eaten there, but I have family just south of ya'll that think Rosa's is THE family celebration place to eat--not Mom's idea of a classy restaurant! They do have marvelous tortillas (I have eaten those)! Enjoy!

I think it's a regional thing. I've only ever seen them in Texas. And even then, only in the smaller-ish towns.
I wouldn't call it classy, but it's affordable enough to eat there even when it's not a celebration.
Not quite as fast food as Taco Bell, but you don't have to leave a tip :)
